ATLANTIC ZONE MONITORING PROGRAMME
The annual Atlantic Zone Monitoring Programme Bulletin presents a review of the general oceanographic conditions in the Northwest Atlantic region, including the Gulf of St. Lawrence, as well as articles concerning particular events, studies, or activities that took place in the Canadian Atlantic Zone during the previous year. GEOSPATIAL RISK CHARACTERIZATION
Participants of the Geospatial Risk Characterization Workshop, held on 17-18 September 2008 in Winnipeg, Manitoba, shared their experiences in the use of various tools for geospatial analysis in support of integrated planning and management initiatives. CALL FOR PAPERS: OMRN CONFERENCE
9 September is the deadline for submitting abstracts to the 2009 National Conference of the Ocean Management Research Network (OMRN), scheduled for 21-24 October 2009 in Ottawa, Ontario. The Conference will focus on: Integrated Management and Coastal Areas Management; Arctic Ocean, TEK, and Northern Development; Oceans Valuation; and State of the Oceans Reporting - http://www.omrn-rrgo.ca/conf2009/conference2009.html.

INTEGRATED MANAGEMENT ON THE PACIFIC NORTH COAST
The Pacific North Coast Integrated Management Area (PNCIMA) Initiative held its inaugural Forum on 26-27 March 2009 in Richmond, British Columbia. The goal of the Forum was to engage people and organizations in the development of an integrated approach to oceans management for the PNCIMA region. This integrated approach aims to preserve ecological diversity and function while also ensuring sustainable human use. US WEST COAST GOVERNORS' AGREEMENT ON OCEAN
HEALTH The Governors of California, Oregon and Washington have announced the West Coast Governors' Agreement on Ocean Health. The Agreement seeks to advance the goals of: clean coastal waters and beaches; healthy ocean and coastal habitats; effective ecosystem-based management; reduced impacts of offshore development; increased ocean awareness and literacy among the region's citizens; expanded ocean and coastal scientific information, research, and monitoring; and sustainable economic development of coastal communities - http://westcoastoceans.gov.

WORLD DATABASE ON MARINE PROTECTED AREAS
The World Database on Protected Areas (WDPA), created by the United Nations Environment Programme and the International Union for the Conservation of Nature IUCN), is an authoritative and globally comprehensive list of marine and terrestrial protected areas. This WDPA has been developed to allow users to view information on marine protected areas in their web browser, to visualise them in Google Earth, to download data, to bring together other important data such as species and ecosystem information into the same portal and more - http://www.wdpa-marine.org.

MANAGING DEEP-SEA FISHERIES
FAO's International Guidelines for the Management of Deep-sea Fisheries in the High Seas were developed through a participatory process. The Guidelines are designed to provide guidance on management factors ranging from an appropriate regulatory framework to the components of a good data collection programme. They include the identification of key management considerations and measures necessary to ensure the conservation of target and non-target species, as well as affected habitats - http://www.fao.org/fileadmin/user_upload/newsroom/docs/i0816t.pdf.

- The report entitled Taking Stock 2005, released by the Commission for Environmental Cooperation, focuses on pollution reporting from North American industrial facilities. The CEC report states that ninety percent of the 5.5 billion kilograms of toxic pollutant releases and transfers reported can be traced to about 30 substances from 15 industrial sectors across the US, Canada and Mexico - http://www.cec.org/news/details/index.cfm?varlan=english&ID=2826.

- US President Obama has issued a Presidential Memorandum Establishing an Interagency Ocean Policy Task Force to: within 90 days, deliver recommendations for a National Policy for the Oceans, Coasts, and Great Lakes; and, within 180 days, to develop a recommended framework for coastal and marine spatial planning - http://www.whitehouse.gov/the_press_office/Presidential-Proclamation-National-Oceans-Month-and-Memorandum-regarding-national-policy-for-the-oceans/.

- The report of the seminar Arctic Shipping: Planning for Emergencies, convened on 21-22 April 2009 in Halifax, Nova Scotia by the Company of Master Mariners of Canada (CMMC), is available at http://www.mastermariners.ca.

- The European Maritime Day Stakeholders Conference was held on 19-20 May 2009 in Rome, Italy. Participants considered the EU's Integrated Maritime Policy in general and in relation to the Mediterranean in particular, as well as the importance of clusters as a means of boosting the economies of maritime regions. - The Practitioner's Toolkit for Marine Conservation Agreements (MCAs) has been launched by The Nature Conservancy with the assistance of partners. The Toolkit provides information for conservation organizations to help them determine: what MCAs are; when MCAs can help abate threats to ocean and coastal species, habitats, and ecosystems; and how to plan and proceed with MCA projects - http://www.mcatoolkit.org.

- MPA News features international news and analysis on Marine Protected Areas. The June 2009 issue includes news from the International Marine Conservation Congress and the 2nd International Marine Protected Areas Congress held on 19-24 May in Washington, DC - http://depts.washington.edu/mpanews/issues.html.

- Since 1978, satellites have monitored sea ice growth and retreat, and they have detected an overall decline in Arctic sea ice. Image pairs show Arctic sea ice for the month of September and the following March for a time series beginning in September 1999 and ending in March 2009 - http://earthobservatory.nasa.gov/Features/WorldOfChange/sea_ice.php.

- New research indicates that, if Greenland ice melts at moderate to high rates, ocean circulation by 2100 may shift and cause sea levels off the coastlines of New York, Boston, Halifax, and other cities in the northeastern US and Canada to rise more than in other coastal areas by about 30 to 50 centimetres (12 to 20 inches) - http://www.agu.org/sci_soc/prrl/2009-17.html.

- The US National Science Foundation has released the report entitled Solving the Puzzle: Researching the Impacts of Climate Change Around the World. - Climate Literacy: The Essential Principles of Climate Sciences, prepared by several science agencies in the US, includes information on climate, impacts of climate change, and approaches for adapting and mitigating change. - The Ocean Studies Board of the US National Research Council hosted the Oceanography in 2025 workshop in January 2008. ELISABETH MANN BORGESE OCEAN LECTURE
The Ocean Lecture Series commemorates and celebrates the life and work of Elisabeth Mann Borgese, founder of the International Ocean Institute and its interdisciplinary training programmes. Dr Rob Huebert, the 2009 lecturer, will be speaking on Canada and the Circumpolar World: The Coming Blizzard at 1900hrs on June 8th, World Oceans Day. ECONOMIC IMPACT OF THE NOVA SCOTIA OCEAN SECTOR
The report entitled Economic Impact of the Nova Scotia Ocean Sector 2002-2006 shows that the ocean sector's contribution to the provincial GDP increased from 14.5 to 15.5 per cent between 2001 and 2006. Ocean activity created nearly 30,000 direct jobs in 2006 and, with spin-off effects, the number doubled to over 60,000 jobs or 13.9 per cent of total employment in the Province. PEI GOVERNMENT TO STOP ISSUING SAND MINING PERMITS
Following the review of a study that looked at the impact of sand mining on erosion around the West Point lighthouse in Prince Edward Island, the Government has decided that it can no longer allow the removal of sand from Island beaches. Sand mining, the excavation of beach sand, has been linked to the loss of coastal beaches - sometimes in areas at some distance from the mining site. THE CANADIAN FEDERAL, PROVINCIAL AND TERRITORIAL GOVERNMENTS AND THE OCEANS SECTOR
The report entitled The Role of the Provincial and Territorial Governments in the Oceans Sector provides an overview of the scale and scope of each jurisdiction's ocean-related activities and of the Canadian legislative framework that is required for the management of oceans and coastal activities. It is a companion piece to The Role of the Canadian Government in the Oceans Sector, which describes the activities of the 30 federal government departments, agencies and other organizations that are involved in the oceans sector. 8 JUNE - WORLD OCEANS DAY
In 2008, the United Nations General Assembly decided that, as from 2009, June 8th would be designated by the UN as World Oceans Day (resolution 63/111, paragraph 171). The theme of the inaugural observance of the World Oceans Day in 2009 is "Our Oceans, Our Responsibility". World Oceans Day has been celebrated by many countries following the UN Conference on Environment and Development, held in Rio de Janeiro in 1992 - http://www.un.org/Depts/los/reference_files/worldoceansday.htm.

AQUATIC ALIEN INVASIVE SPECIES AND RISK ASSESSMENT
The Trinational Risk Assessment Guidelines for Aquatic Alien Invasive Species has been released by the Council of the Commission for Environmental Cooperation (Canada, the US and Mexico) to provide a standardized process for evaluating the risk to biodiversity of introducing aquatic non-indigenous organisms into a new environment. The Guidelines provide a framework for organizing scientific, technical, and other relevant information for use by managers and decision makers - http://www.cec.org/pubs_docs/documents/index.cfm?varlan=english&ID=2494.

THE TROMSO DECLARATION
The Arctic Council is a high level intergovernmental forum established in 1996 to promote cooperation, coordination and interaction among the Arctic States. At the 6th Meeting of the Council held on 29 April in Tromsø, Norway, the Council Ministers ratified a Declaration which will guide the Council's work over the next two years. The recommendations adopted relate to: ocean management; search and rescue; Arctic shipping; infrastructure safety; Oil and gas; short-lived non-CO2 drivers; and melting ice - http://arctic-council.org/article/2009/4/the_tromso_declaration_ratified.

SCOTLAND'S MARINE BILL
The Marine Bill, introduced to Parliament in April, provides a framework for the sustainable management of the seas around Scotland. The Bill makes provision in relation to functions and activities in the Scottish marine area, including marine plans, licensing of marine activities and the protection of the area and its wildlife, and for connected purposes - http://www.scotland.gov.uk/Topics/Environment/16440/marine-bill-consultation.

CHANGING OCEANS, CHANGING WORLD
The report of the US Joint Ocean Commission outlines priority actions needed for improving ocean and coastal policy and management, bolstering international leadership, strengthening ocean science, and funding ocean and coastal policies and programs. The actions respond to the challenges of climate change and its impacts, the development of a comprehensive energy policy that includes ocean-based energy resources, and the stimulation of the economy, which is largely dependent on ocean and coastal activities and resources - http://www.jointoceancommission.org.

- The report entitled Preparing for Climate Change in the Great Lakes Region synthesizes the policy adaptations in the US that are needed to address climate change impacts. - A report produced by the UN Food and Agriculture Organization (FAO) and UN Environment Programme (UNEP) states that large amounts of fishing gear lost at sea or abandoned by fishers are hurting the marine environment, impacting fish stocks through "ghost fishing" and posing a hazard to ships - http://www.fao.org/docrep/011/i0620e/i0620e00.htm.

PEI COMMISSION ON THE LAND AND LOCAL GOVERNANCE
The Prince Edward Island Commission was established to identify concerns and recommend changes in the provincial approach to land use planning, municipal structures, and municipal governance, in order to better protect water resources, agricultural lands, undeveloped areas, forests, the coastline, heritage sites and viewscapes, particularly in coastal areas. TIDAL POWER DEVELOPMENT IN THE BAY OF FUNDY
The Strategic Environmental Assessment of In-Stream Tidal Energy Generation Development in New Brunswick's Bay of Fundy Coastal Waters was submitted to the Province in November 2008. The report contained 19 recommendations to be considered if the Province moves forward with developing in-stream tidal energy in the Bay - http://www.bofep.org. CANADA'S INTEGRATED APPROACH TO MPA ESTABLISHMENT
In Canada, three federal authorities have a mandate to designate and manage marine protected areas: Fisheries and Oceans Canada, Parks Canada and Environment Canada. CANADA'S NATIONAL HYDRO NETWORK
The National Hydro Network (NHN) describes and models features of the inland surface-water system of Canada. NHN datasets now cover 1042 drainage areas - about 85% of the Canadian landmass. National coverage will be available in September 2009. NHN applications include water flow analysis, water and watershed management, and environmental and hydrographical applications. HOW WE FISH MATTERS
The study ranks the ecological impacts of 13 different gear types used in Canada, from bottom trawls to lobster traps. The study, released by the Living Oceans Society, Ecology Action Centre and Marine Conservation Biology Institute, also recommends that adequate monitoring, research and data collection on fishing gear impacts be undertaken and that proper planning and implementation of marine protected areas occur - http://www.ecologyaction.ca/content/how-we-fish.

PROCEEDINGS: COASTAL GEOTOOLS 2009
Coastal Geotools was held on 2-5 March 2009 in Myrtle Beach, South Carolina. The theme was Building the Digital Coast. The Conference focused on emerging tools and techniques, and their benefits and applicability; available resources; best practices; and the development of public and private partnerships. ASSESSMENT OF THE EUROPEAN NETWORK FOR COASTAL RESEARCH
The Network (ENCORA) was launched in 2006 to address the major causes for the stagnation in implementing integrated coastal zone management (ICZM) in Europe: fragmentation of coastal science, policy and practice; difficult communication between coastal science, policy and practice; and lack of multidisciplinary approaches. An evaluation of the ENCORA project documents the degree to which the objectives have been met; the impact of ENCORA on ICZM; and recommendations for follow-up initiatives - http://www.encora.eu.

HANDBOOK ON INTEGRATED WATER RESOURCES MANAGEMENT IN BASINS
The handbook was produced by the Global Water Partnership and the International Network of Basin Organizations to provide advice to improve governance of fresh water resources in basins. In particular, the focus is on effective implementation of the integrated water resources management (IWRM) approach in lake, river and aquifer basins. ECOSYSTEM CHANGE AND HUMAN WELL-BEING
The ICSU-UNESCO-UNU report focuses on research and monitoring priorities based on the findings of the Millennium Ecosystem Assessment (http://www.millenniumassessment.org). It proposes the development of a new 10-year coordinated research programme to understand the dynamic relationship between humans and ecosystems. The Joint Ocean Commission in the USA has released Ocean Priorities for the Obama Administration and Congress. The report outlines priority actions for ocean and coastal policy and management, international leadership, ocean science, and funding for ocean and coastal policies and programs. The actions relate to climate change and its impacts, a comprehensive energy policy that includes ocean-based energy resources, and the national economy, which depends on ocean and coastal activities and resources - http://www.jointoceancommission.org.

- A webinar on the Mulitipurpose Marine Cadastre was held on 14 April 2009. The Multipurpose Marine Cadastre is an integrated marine information system for US state waters and the outer continental shelf. TRENDS IN CANADA'S ENVIRONMENT
Environment Canada has released the fourth annual results of the Canadian Environmental Sustainability Indicators (CESI) Initiative. CESI is produced in partnership with Health Canada and Statistics Canada, and supported by provincial and territorial contributions. The CESI initiative provides indicators on three issues of concern: air quality, water quality and greenhouse gas emissions. ADAPTATION OPTIONS FOR ESTUARINE MANAGEMENT

OCEAN DEBRIS AND COASTAL CLEANUPS
The Ocean Conservancy report entitled A Rising Tide of Ocean Debris and What We Can Do About It presents data recorded by nearly 400,000 volunteers in 104 countries and locations during the International Coastal Cleanup, an event held yearly in September. The report documents the types and sources of debris and its impact on wildlife and connection to global climate change. STATE OF POLAR RESEARCH
State of Polar Research is a statement from the International Council for Science/World Meteorological Organization Joint Committee for the International Polar Year 2007-2008. The report reviews the multidisciplinary research from IPY 2007-2008 on the effects of global warming in the polar regions and recommends priorities for future action. MORSE AND THE ARCTIC COASTAL INFORMATION NEEDS

STATE OF WORLD FISHERIES AND AQUACULTURE 2008
The FAO publication provides the most current global view and perspective on fisheries and aquaculture, including trends and statistics. US NGA POLICY POSITION ON OCEAN AND COASTAL MANAGEMENT
The US National Governors Association (NGA) has adopted a policy position on Ocean and Coastal Management. GEOMATICS TRAINING SESSIONS FOR NGOS
Mapping Made Easy Training sessions are being provided to conservation and ecological community groups (and open to the public depending on space availability) at nine locations in Atlantic Canada in March. This is an initiative to build the capacity of Non-Government Organizations (NGOs) to use free online geographic information, tools and other resources. ENERGY AND CLIMATE CHANGE IN NOVA SCOTIA
The Province has released the 2009 Climate Change Action Plan and Energy Strategy. RESPONSIBILITY TO MANAGE FINFISH AQUACULTURE IN BC
In response to legal action, the British Columbia Supreme Court has ruled that the Canadian federal government, and not the Province, has exclusive jurisdiction over the management of finfish aquaculture in the Province's coastal waters. COASTAL HAZARDS RESILIENCE
The Coastal Hazards Resilience Workshop, organized by the US Northeast Regional Ocean Council, was held on 19-20 November 2008 in New London, Connecticut. The purpose of the Workshop was to better understand how the region might work collaboratively to improve its ability to withstand both severe coastal hazard events and more gradual impacts from climate change. LOSS OF WETLANDS IN EASTERN UNITED STATES
NOAA has released the report entitled Status and Trends of Wetlands in the Coastal Watersheds of the Eastern United States. The joint NOAA/US Fish and Wildlife study shows a loss of 59,000 acres per year in coastal watersheds of the Atlantic Ocean, Gulf of Mexico, and Great Lakes from 1998 to 2004. GLOBAL MAP OF HUMAN IMPACTS ON MARINE ECOSYSTEMS
An ecosystem-specific, multi-scale spatial model has been developed to synthesize 17 global datasets of anthropogenic drivers of ecological change for 20 marine ecosystems. The analysis indicates that no area is unaffected by human influence and that a large fraction (41%) is strongly affected by multiple drivers. UNDERSTANDING AND APPLYING RISK ANALYSIS IN AQUACULTURE

VALUE OF MARINE, COASTAL AND OCEAN RESOURCES OF NEWFOUNDLAND AND LABRADOR
The report entitled Estimating the Value of the Marine, Coastal and Ocean Resources of Newfoundland and Labrador, produced for the 1997-1999 period, has been updated for the 2001-2004 period. The reports indicate that the economy, environment and social fabric of the Province are intrinsically linked to the Atlantic Ocean and its resources. During the 2001-2004 period, ocean related activities contributed, on average, 41.3 percent to the Province's GDP.
