Fisheries and Oceans Canada and the NL Department of Fisheries and Aquaculture will work together to assess coastal and oceans issues, with the assessment providing a key part of the new Provincial Oceans Policy framework and strategic plan. New Brunswick and Nova Scotia have committed to complete a Strategic Environmental Assessment (SEA) the potential impacts of tidal energy on the Bay of Fundy, consisting of two main components: an Environmental and Socio-economic Impact Assessment (ESIA) report and extensive feedback and consultation with interested parties. A Workshop was held on 8-10 August 2006 in Change Islands, Newfoundland. The goal of this Changing Currents Dialogue event was to identify and assess realistic options and to examine how communities can rebuild their capacity and sustain the livelihoods and communities in which they live. The annual conferences of the Ocean Management Research Network (OMRN) focus on the management of Canada's coasts and oceans by integrating research and policy, social science and natural science, and the human dimension. The 2007 Conference themes are: Ocean Agenda Implementation; Canada's North and the Arctic Ocean; Impacts and Adaptations of Coastal Communities; and Canada's Oceans and Climate Change - http://www.omrn-rrgo.ca/index.php?action=conference.index. GeoConnections is soliciting letters of intent for projects that will account for, build, and draw upon geospatial information over the Internet. Projects will also facilitate information sharing in support of decision making and promote, expand, and increase the use of the Canadian Geospatial Data Infrastructure (CGDI). Two workshops are bringing together key experts from Europe, the US and Canada to examine state-of-the-art developments and future needs in web-based coastal mapping and informatics for the coastal practitioner community. These workshops are intended to advance research in the field by providing recommendations for best practice of coastal web mapping. The Office of Ocean and Coastal Resource Management, in partnership with the Coastal States Organization, has begun to develop a set of core principles and specific options to consider in drafting a proposal for reauthorizing the US Coastal Zone Management Act. The initiative will be implemented in three phases: draft a discussion paper that identifies current issues, constraints and opportunities for coastal management; seek state coastal manager perspectives; and engage the broader community. The Louisiana Legislature has approved a plan for coastal restoration and hurricane protection. Entitled Integrated Ecosystem Restoration and Hurricane Protection: Louisiana's Comprehensive Master Plan for a Sustainable Coast, the plan is the first document to completely incorporate hurricane protection projects with projects aimed at rebuilding Louisiana's rapidly eroding coastal wetlands. The Report concludes that nationally, 37% of the NEP estuarine area is in poor overall condition. Regionally, 46% of the Northeast Coast, 46% of the Gulf Coast, 36% of the West Coast, and 23% of the Southeast Coast NEP estuaries are in poor overall condition. Top of Page ACZISC COASTAL UPDATE - MAY 2007 The Oceans Day website of the Ocean Management Research Network (OMRN) lists activities taking place in Canada on June 8 to celebrate World Oceans Day. The United Nations declared June 8 World Oceans Day during the 1992 Earth Summit in Rio de Janeiro. The SmartBay website was established to provide simple access to data and information for Placentia Bay, located on the south coast of Newfoundland, in support of effective management and sustainable development of coastal ocean areas and the safety and security of life at sea. The SmartBay "Seabed Mapping" section has been updated with a narrated video "fly-through" simulation that depicts the undersea topography of Placentia Bay. The annual Atlantic Zone Monitoring Programme Bulletin presents a review of the general oceanographic conditions in the Northwest Atlantic region, including the Gulf of St. Lawrence, as well as AZMP-related information concerning particular events, studies, or activities that took place during the previous year. Natural Resources Canada (NRCan) is now providing geospatial data at no cost via the GeoGratis portal at http://geogratis.gc.ca. The data are compatible with the most popular geographic information systems (GIS), with image analysis systems and the graphics applications of editing software. A number of the collections meet international geomatics standards. The collections include raster data, such as satellite images or scanned topographic maps, vector data, such as national-scale frameworks (grouped by theme), and a database of ground control points. The Bedford Institute of Oceanography in Dartmouth, Nova Scotia is searching for a Postdoctoral Fellow or Research Associate to take part in a collaborative research and development program on the study of waves, winds, coastal currents, storm surge, sediment transfer and coastal erosion. The Intergovernmental Oceanographic Commission publication entitled A Handbook for Measuring the Progress and Outcomes for Integrated Coastal and Ocean Management provides a step-by-step guide to help users in developing, selecting and applying a common set of governance, ecological and socioeconomic indicators to measure, evaluate and report on the progress and outcomes of ICOM interventions. The Handbook proposes analytical frameworks and indicators and includes results, outcomes and lessons learned from eight pilot case studies. The aim of this toolkit is to guide managers and practitioners in the use of common tools for regional planning and to illustrate, through case studies, approaches to advance ecosystem-based management by jointly addressing multiple objectives in conservation, fisheries and coastal hazards. The toolkit provides guidance on some of the tools that help in the assessment of marine ecosystems and the identification of opportunities to enhance their conservation and management. The Working Group III contribution to the Climate Change 2007 Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) was presented on 4 May 2007 in Bangkok. This volume analyses mitigation options for the main economic sectors in the near-term. It provides information on long-term mitigation strategies for various stabilization levels, with a focus on the implications of different short-term strategies for achieving long-term goals. It also addresses the relationship between mitigation and sustainable development. On 13 April 2007, the California Fish and Game Commission adopted regulations to create a new suite of marine protected areas (MPAs) for the Central Coast of California, the first region considered for the State. This will launch the State's Marine Life Protection Act Program, which was designed to better conserve marine resources for their long-term sustainability while also enhancing outdoor recreation and ocean research opportunities along the coast. The research was bound by a community-based monitoring framework based on the practical experiences of communities engaged in monitoring. The framework consists of four themes: community mapping, participation assessment, capacity building and information delivery. The proceedings contain over 375 conference papers and summaries that are searchable using keywords or related topics. - A Draft Great Marsh Coastal Wetlands Restoration Plan has been published by the Massachusetts Office of Coastal Zone Management. The Draft Plan is an online website intended to help communities in the Great Marsh region identify and restore degraded and former coastal wetland habitats. The website includes maps, photos, and descriptions of 121 potential and completed salt marsh restoration sites. The Final Plan is expected to be completed early this summer - http://www.mass.gov/czm/wrp/planning_pages/gmplan/home.htm. - The report entitled Access to the Waterfront: Issues and Solutions Across the Nation contains the results of a survey of over 140 coastal managers and extension agents in the US. The survey found that recreational, commercial, and industrial users of the coast are competing for access and placing pressure on shorelines. The report also highlights the various solutions that communities are developing. Top of Page ACZISC COASTAL UPDATE - JANUARY 2007 The Government of Prince Edward Island has asked the Environmental Advisory Council to carry out public consultations on managing land and water on a watershed basis on the Island. The consultations were announced while releasing A Guide to Watershed Planning on Prince Edward Island, a resource for watershed groups. Five public meetings will be held across PEI from 29 January to 13 February. Individuals unable to attend a public meeting may also send comments by email, with a deadline of 14 February. The study entitled Overview of Current Governance in the Bay of Fundy/Gulf of Maine: Transboundary Collaborative Arrangements and Initiatives reviews current collaborative transboundary governance structures, mechanisms and initiatives in the region. The Governments of Newfoundland and Labrador and Nova Scotia have implemented information systems designed to support decision-making for the benefit of community planning initiatives and government programs. This workshop report examines the future role of the existing information-sharing mechanisms, and more specifically of the Canadian Geospatial Data Infrastructure (CGDI), in supporting integrated land/marine management. It also identifies priorities to focus on in order to overcome the barriers for data sharing and to facilitate integrated land, water and marine planning. Results from the 2006 Coastal Resource Management Customer Survey are available on the National Oceanic and Atmospheric Administration (NOAA) Coastal Services Center website at http://www.csc.noaa.gov/survey. Data from this periodic survey is used by NOAA and other organizations to better understand the issues and needs of the US coastal management community, which includes state regulatory and natural resource management agencies, coastal and marine protected areas, emergency managers, and others concerned with the management of coastal resources. A NOAA research project in the US shows nutrient pollution in estuaries, bays and harbours from the mid-Atlantic to New England is on the rise, indicating that excess nutrients like nitrogen and phosphorus are a threat to coastal water quality. The socio-economic impacts of pollution in coastal watersheds were also evaluated. The study's findings are compiled in the report entitled Improving Methods and Indicators for Evaluating Coastal Water Eutrophication: A Pilot Study in the Gulf of Maine. The Centre for Offshore Oil and Gas Environmental Research (COOGER) was established by Fisheries and Oceans Canada to coordinate the Department's nation-wide research into the environmental and oceanographic impacts of offshore petroleum exploration, production and transportation. Fifteen new projects will consider how to reduce the impacts of urban drainage flooding in towns and cities across England and how best to adapt to the consequences of climate change. A bill has been passed in the US to revamp management of marine fisheries and to strengthen protection against overfishing of dwindling stocks. It requires the use of annual catch limits and enhances the authority of eight regional fishery management councils. The bill reauthorizes the Magnuson-Stevens Fishery Conservation and Management Act, the main law guiding fishery management in US waters between three miles and 200 miles offshore.
