JUNE 1998

CZC 2000 CONFERENCE ORGANIZING MEETING
The Program Committee of the Coastal Zone Canada 2000 Steering Committee held a meeting on 23 June in Saint John, New Brunswick. The Committee reviewed the draft CZC 2000 documentation being prepared for distribution at the CZC 98 Conference in Victoria, British Columbia. The theme and sub-themes of the Saint John Conference have been modified as follows: Coastal Stewardship: Lessons Learned and the Paths Ahead with the sub-themes: Community-based Actions; Aboriginal Practices; and Marine Environmental Quality. PROVINCIAL COASTAL POLICY MEETING
The 2nd provincial coastal policy meeting, attended by representatives from the three Maritime governments and the ACZISC Secretariat, was held on June 15 in Charlottetown. Participants agreed that the exchange of ideas, documents, etc. continues to be beneficial. Therefore another meeting has been scheduled in conjunction with the upcoming quarterly ACZISC meeting.

ACT RE MARINE CONSERVATION AREAS
A Bill proposing An Act Respecting Marine Conservation Areas, Bill C-47, was tabled in the House of Commons on 11 June. To obtain a copy of the Bill and associated documentation, access the Parks Canada website. For further information, email Francine Mercier or Neil Munro.

OCEANS SECTOR AT DFO
On Oceans Day, 8 June, Fisheries and Oceans Canada announced the establishment of a full sector in the Department oriented towards oceans issues. Chris Morry, the National Coordinator, ICZM, and colleagues within Fisheries and Oceans Marine Ecosystem Conservation Branch will leave the Science Sector to become part of the new group. One of the anticipated benefits will be closer collaboration with the Oceans Policy group. For details email Chris Morry.

ACZISC DATABASE DIRECTORY
The ACZISC initiated an update and expansion of the Atlantic Coastal Zone Database Directory in May 1998. If one of your databases is currently described in the Directory, an ACZISC member or the Secretariat will be in touch with you in the near future to seek your input. The Directory is used extensively; each month, users download an average of 1500 to 2000 database description reports from the Directory. Your support and cooperation in the update process will be appreciated. For further information, email the ACZISC Secretariat.

CHANGES TO CEONET
Key changes have been made to CEONet. Check out the latest release at the CEONet website.

COASTAL MANAGEMENT IN BRITISH COLUMBIA
The Province of British Columbia has now formally stated its position on Coastal Management. A Coastal Zone Position Paper was released on 5 June. The Province is now prepared for pending discussions with the federal government regarding the Canada Oceans Strategy.

LIVING IN RURAL COMMUNITIES
Rural Dialogue provides Canadians with an opportunity to tell the Government of Canada about the realities of living in rural communities. Feedback will be used to develop policy. If you would like to participate, fill out the Rural Dialogue Workbook online or download it and email the response.

MARKET SOLUTIONS FOR RURAL DEVELOPMENT
The conference, Everybody's Business: Market Solutions for Rural Development in Atlantic Canada, was held at Mount Allison University, Sackville, New Brunswick on 1-2 June. The challenge of sustaining coastal communities, among others, was an important part of the deliberations. The conference was co-sponsored by the Atlantic Institute for Market Studies and Mount Allison's Rural and Small Town Programme (RSTP). For further information, contact Lynne Pascoe, AIMS.

ESTIMATING THE ECONOMIC VALUE OF COASTAL RESOURCES
The demand for the report Estimating the Economic Value of Coastal and Ocean Resources: The Case of Nova Scotia, released on 16 April, has exceeded all expectations. Additional copies are now being printed. The study was undertaken by Maurice Mandale and Associates on behalf of the ACZISC and the Oceans Institute of Canada. A Synopsis of the report is available. In addition, the full report is downloadable as an MS Word 6.0 file unzipped - 529 KB and zipped - 127 KB.

CALL FOR PAPERS - INTERCOAST NETWORK
A Call for Papers has been issued for Intercoast Network #32, Fall 1998; the deadline date is Wednesday, 15 July 1998. Intercoast Network is a quarterly, global newsletter for those interested in coastal management issues. The Fall 1998 issue will concentrate on Economic Methods and Tools in Coastal Management: Examples and Challenges. For further information, email Noëlle Lewis, Managing Editor, Intercoast Network.

GULF OF MAINE GPAC
A meeting of the Global Programme of Action Coalition (GPAC), sponsored by the Commission for Environmental Cooperation (CEC), was held in Salem, Massachusetts on 1-2 June. The meeting was timed to coincide with the Gulf of Maine Council on the Marine Environment meetings held later in the week. Participants at the GPAC meeting reviewed the results of the 28-29 April Workshop held in Saint John, New Brunswick and planned the project implementation process which will be considered in detail at a Fall Workshop. A series of research papers will be prepared to address specific issues within the context of habitat and pollutants. For further information, email Colleen Mercer-Clarke, CEC Project Liaison.

GULF OF MAINE COUNCIL
Gulf of Maine Council on the Marine Environment meetings took place in Salem, Massachusetts on 3-5 June. The Council, Working Group and the various Committees were involved. Of particular interest to the ACZISC was the re-emergence of the Data and Information Management Committee (DIMC) as an active body under the recently appointed co-chairmanship of Paul Boudreau (Fisheries and Oceans Canada) and Seth Barker (State of Maine). The DIMC will be the advisory body for the GoM Homepage. As of 3 June the Secretariat of the GoM Council moved from the Commonwealth of Massachusetts to the Province of Nova Scotia and specifically to the Nova Scotia Department of Fisheries and Aquaculture. SGSL ENVIRONMENTAL GROUP
A meeting of the Southern Gulf of St. Lawrence Environmental Group was held at the Canadian Wildlife Services facilities in Sackville, New Brunswick on 29 May. It was agreed that further development of Group activities would await the outcome of a user-needs survey planned for the summer. The Southern Gulf of St. Lawrence Environmental Workshop, a precursor to the above activities, was held in Miramichi, New Brunswick from 4-7 November 1997. CZC 2000 ORGANIZING MEETING

BOFEP MEETING
A meeting of the Bay of Fundy Ecosystem Partnership (BOFEP) was held at Mount Allison University on 6 May. The partnership is dedicated, in part, to promoting the conservation, protection and restoration of the ecological integrity, vitality, biodiversity and productivity of the Bay of Fundy ecosystem, in support of the social well-being and economic sustainability of its coastal communities. MAY 1998

1998 - INTERNATIONAL YEAR OF THE OCEAN
1998 has been declared The International Year of the Ocean by the United Nations. In celebration of IYO, nations around the world are adopting The Ocean Charter, a commitment to the future of the oceans and to the marine and coastal environments. CANADIAN RURAL PARTNERSHIP PROJECT PROPOSAL
The Geological Survey of Canada (Atlantic) in partnership with the ACZISC recently submitted a proposal to the Canadian Rural Partnership Program. The proposal entitled Application of Coastal Geoscience Data to Rural Community Development was accepted. A pilot project will be carried out in a rural coastal community in Pictou County, Nova Scotia.

GULF OF MAINE GPAC-CEC WORKSHOP
A Commission for Environmental Cooperation (CEC) sponsored workshop was held in Saint John, New Brunswick on 28-29 April. The workshop participants, who included many ACZISC members and Associates, were tasked to prioritize 'habitat' and 'pollutant' issues as related to the Gulf of Maine/Bay of Fundy, based on experience and on previously circulated consultant reports. A follow-up workshop is planned for the fall of 1998; the purpose of this workshop will be to decide on implementation strategies vis-ŕ-vis the recommendations from the Saint John workshop. The CEC program, a component of UNEP's Global Plan of Action, complements the Action Plan of the Gulf of Maine Council on the Marine Environment. The fourth Gulf of Maine CEC meeting will take place on 1-2 June in Salem, Massachusetts and is scheduled to coincide with the meetings of the Gulf of Maine Council and Working Group scheduled for 3-5 June, also in Salem.

SGSL ENVIRONMENTAL WORKSHOP REPORT
The report of the Southern Gulf of St. Lawrence Environmental Workshop held in Miramichi, New Brunswick from 4-7 November 1997 is available; email Barry Jones to obtain a copy. The comprehensive list of current and emerging issues related to the conservation and protection of the Southern Gulf of St. Lawrence ecosystem, developed and approved at the Miramichi Workshop, is being addressed by a multi-stakeholder Working Group. Meetings are taking place to initiate the process - the next one is scheduled for Friday, 29 May in Moncton, New Brunswick. GANS AGM
The Geomatics Association of Nova Scotia (GANS) held its Annual General Meeting at the Bedford Institute of Oceanography, Dartmouth, Nova Scotia on 8 April. The guest speaker was Julie Payette, Canada's second woman astronaut. Brent Rowley, Earth Information Technologies, is President of GANS and is a member of the ACZISC Executive Committee. CZC 2000 ORGANIZING MEETING
The Coastal Zone Canada 2000 Steering Committee held its third meeting in Saint John, New Brunswick on 7 April; the meeting was chaired by Barry Jones, NB Department of Fisheries and Aquaculture, one of the two NB representatives on the ACZISC. All aspects of the CZC 2000 Conference were discussed and sub-committee responsibilities are now being assigned. The Program Committee is chaired by Jamey Smith of Washburn Gillis. The ACZISC Secretariat is represented on the Steering Committee and the Program Committee. Individuals interested in participating in organizing the CZC 2000 Conference should contact email Barry Jones.

GEOMATICS FOR ICZM
As reported previously, the ACZISC Secretariat was asked to prepare a National Centre of Excellence (NCE) proposal entitled Geomatics for Integrated Coastal Zone Management as part of l'Université Laval's GEOID Program (Geomatics for Decision Support). GEOID is one of 11 programs selected for final review by the NCE sponsors (NSERC, SSHRC, etc). The ICZM proposal was not accepted as submitted; however, some of the components of the proposal are being integrated with another GEOID submission which focuses on decision support tools for watershed management.

ATLANTIC COASTWATCH NEWSLETTER
Check out the April issue of Atlantic CoastWatch, a bi-monthly newsletter produced by the Sustainable Development Institute. It contains interesting features, including articles on Atlantic Sea Level Rise and Beach Nourishment.

ECONOMIC VALUE OF COASTAL AND OCEAN RESOURCES
The report entitled Estimating the Economic Value of Coastal and Ocean Resources: The Case of Nova Scotia was officially released on 16 April at the Oceans Institute of Canada, Halifax, Nova Scotia. The study was carried out for the ACZISC and the Oceans Institute; it was funded by the NS Department of Economic Development and Tourism, the NS Department of the Environment, the NS Department of Fisheries and Aquaculture, Fisheries and Oceans Canada and Environment Canada.

NAFEC AND CEC CALL FOR PRE-PROPOSALS
The North American Fund for Environmental Cooperation (NAFEC) of the Commission for Environmental Cooperation (CEC) has announced the Call for Pre-proposals for the 1998 grant cycle. As of 2 April, the Call can be downloaded from the CEC Homepage. The deadline for submissions is 30 June 1998. GEOMATICS FOR ICZM
The ACZISC Secretariat recently prepared a National Centre of Excellence (NCE) proposal entitled Geomatics for Integrated Coastal Zone Management. NATURAL GAS CONFERENCE
The inaugural 1998 Eastern Canadian Natural Gas Conference will take place on 20-21 April 1998 in Halifax, Nova Scotia. The Conference will examine the major developments associated with east coast gas. Discussion will focus around the issues of Canadian and US northeast markets, transportation, regulatory issues, and future economic opportunities. FRCC REPORT
For those interested in groundfish on the east coast, the Fisheries Resource Conservation Council's Report to the Minister of Fisheries and Oceans was released in March. The report is entitled 1998 Conservation Requirements for the Gulf of St. Lawrence Groundfish Stocks and Cod Stocks in Divisions.........

SPATIAL DATA INFRASTRUCTURES CONFERENCE
The 10th International Geomatics Conference is scheduled for 9-11 June 1998 in Ottawa, Ontario. The theme of the Conference is Spatial Data Infrastructures. This international event will examine the policies, initiatives, technologies and applications leading to national and international geospatial information infrastructures.

MEETING TO REVIEW FEDERAL COASTAL MAPPING PROGRAMS
An ACZISC meeting to review federal Coastal Mapping programs was held on Wednesday, 25 February 1998 at the Nova Scotia Department of Housing and Municipal Affairs, Halifax, Nova Scotia. A meeting report is now available.

MARCH 1998

CZC ASSOCIATION MEETING
A meeting of the Coastal Zone Canada Association (CZCA) Executive Committee was held at Environment Canada's Atlantic headquarters in Dartmouth, Nova Scotia on 12 March. The meeting was chaired by Larry Hildebrand, President of the CZCA. Among many other items, the venues for the next six (!) CZC conferences were reviewed: Victoria ('98), Saint John (2000), Great Lakes (2002), Arctic (2004), West Coast (2006) and St. John's (2008). The CZC Association Secretariat office is located at the Bedford Institute of Oceanography (BIO); Jackie Dale is the contact person (tel 902-429-9497).

GULF OF MAINE GPAC MEETING
A Commission for Environmental Cooperation (CEC) meeting was held in Halifax, Nova Scotia on 11-12 March to capitalize on the presence of many out-of-province personnel attending the GOM meeting, referred to below. The agenda focused on the two project themes under study, namely 'habitats' and 'pollutants' in the Gulf of Maine. Consultants presented draft overview reports on both topics. A CEC sponsored workshop, scheduled for 28-29 April in Saint John, New Brunswick, will consider implementation strategies to address the reports' recommendations. The CEC program, a component of UNEP's Global Plan of Action, will complement the Action Plan of the Gulf of Maine Council on the Marine Environment.

GULF OF MAINE COUNCIL
The Working Group of the Gulf of Maine Council on the Marine Environment held its quarterly meeting in Halifax, Nova Scotia on 12-13 March. The meeting was chaired by Andy Cameron of the Nova Scotia Department of Fisheries and Aquaculture, where the GOM Secretariat will be located this coming year. One agenda item of particular importance to the ACZISC was discussion re the anticipated review and upgrade of information and data management activities associated with the GOM Council and its Committees and the Regional Association of Research for the GOM (RARGOM). The Gulf of Maine Times, prepared by the Public Education and Participation Committee of the GOM Council, provides a current summary of GOM activities.

CANADA'S SPACE PLAN
A meeting to review the Canadian Space Agency (CSA) and the Long-Term Space Plan is scheduled for 20 March 1998 in Halifax, Nova Scotia. The meeting will be held at the World Trade and Convention Centre. For further information, contact John Fanning, tel 902-424-6766.

PARKS VISION CONFERENCE
The Canadian Parks and Wilderness Society - Nova Scotia Chapter: Parks Vision '98 Conference is scheduled for Saturday April 25 and Sunday April 26. The focus of the Conference is The Future of Halifax's Green and Blue Natural Areas. Tentative location: Dalhousie University, Halifax, Nova Scotia.

LEGISLATION TO AMEND CEPA
Environment Minister Christine Stewart introduced legislation on 12 March to amend the Canadian Environmental Protection Act (CEPA).

CZC CONFERENCE ORGANIZING MEETING
CZC 2000 Conference is scheduled to take place in Saint John, New Brunswick from 18-23 September 2000. The CZC 2000 Program Committee is continuing its efforts to design the program. The Conference theme has provisionally been identified as Coastal Stewardship: Lessons Learned and the Path Ahead. The Program Committee is chaired by Jamie Smith of Washburn and Gillis Associates Ltd., Saint John. The Conference chair is Barry Jones, New Brunswick Department of Fisheries and Aquaculture.

ACAP / SUSTAINABLE DEVELOPMENT SITES
Meetings are taking place between Environment Canada and the Government of New Brunswick concerning the possible linkage of New Brunswick's Sustainable Development Sites and the Atlantic Coastal Action Program (ACAP) sites in the Province. FEBRUARY 1998

UPCOMING CZC 98 CONFERENCE
The CZC '98 Conference is scheduled for 30 August to 3 September 1998 in Victoria, British Columbia. The theme of the Conference is Coastal Communities in the 21st Century: Sharing Our Experience - Building Our Knowledge. TOWARDS CANADA'S OCEANS STRATEGY
The Minister of Fisheries and Oceans was in Halifax, Nova Scotia on 14 January to kick off the International Year of the Oceans and to make public the discussion paper entitled Toward Canada's Ocean Strategy. The discussion document can be downloaded from the OceansCanada Homepage.

1998 CANADIAN HYDROGRAPHIC CONFERENCE
The 1998 Canadian Hydrographic Conference will take place in Victoria, British Columbia, Canada from 10-12 March 1998. The theme of the Conference is Turning Data into Dollars.

ICOIN INFORMATION MANAGEMENT SYSTEM
ICOIN Industries Inc. launched their product line on 14 January in Fredericton, New Brunswick. Three main applications have been developed for the ICOIN Information Management System: Spill Response; Habitat Protection; and Sustainable Development of Watersheds. ACAP REPORT - LESSONS LEARNED
A study has been carried out on the 13 ACAP (Atlantic Coastal Action Program) community sites in Atlantic Canada. The consultant's report entitled Lessons Learned indicates that ACAP has successfully demonstrated a community-based approach to environmental management. CCMC NEWSLETTER

JANUARY 1998

FUNDING FOR ACZISC
The Oceans Act Coordination Office at the Bedford Institute of Oceanography is continuing its efforts to coordinate the securement of matching federal funds for ACZISC support, in response to the three year commitment ($50K per year) by the Council of Maritime Premiers.

OCEANS CANADA WEBSITE
A new Government of Canada Oceans website has been established.

ACZISC PRESENTATION TO EC STAFF
The ACZISC Secretariat was invited to make a presentation re current and projected ACZISC activities to the managers and directors of Environment Canada in Dartmouth on 9 December. The meeting was chaired by Larry Hildebrand.

ACZISC / BOFEP MEETING
The ACZISC Secretariat met with Drs. Graham Daborn and Peter Wells re the Bay of Fundy Ecosystem Project (BOFEP) on 10 December at the Acadia Estuarine Research Centre (ACER), Acadia University. Peter Wells, Environment Canada, is the former BOFEP chair and Graham, Director of ACER, is the current chair. A BOFEP Working Group has prepared a proposal to establish a virtual institute for the Bay of Fundy. The relationship between the ACZISC and BOFEP were discussed.

GULF OF MAINE INSTITUTE WITHOUT WALLS
Another virtual institute proposal entitled Gulf of Maine Institute without Walls is currently being circulated by the Tusket River Environmental Protection Association (TREPA). The ACZISC Secretariat is discussing possible collaboration with TREPA.

GULF OF MAINE COUNCIL
A meeting of the Gulf of Maine Council on the Marine Environment (GoM) and its Working Group was held in Boston on 10-11 December. A number of ACZISC members were in attendance. Joe Arbour, Environment Canada, presented the workplan of the Commission for Environmental Cooperation (CEC), as it relates to the Gulf of Maine/Bay of Fundy.

PROPOSED NS CENTRE FOR CZM
A business plan for the proposed Nova Scotia Centre for Coastal Zone Management is currently being revised. The proposal and subsequent business plan were prepared under the auspices of the NS Roundtable on the Environment and the Economy.

MARINE MARKETING AND CONTRACTING PARTNERSHIP
Discussions are being held under the auspices of the NS Oceans Initiative (NSOI) to establish an International Marine Marketing and Contracting Partnership. A major organizational meeting is planned for 18 December at the NSOI office in Dartmouth.

ECONOMIC VALUE OF COASTAL AND OCEAN RESOURCES
A draft report of the study entitled Estimating the Economic Value of Coastal and Ocean Resources: The Case of Nova Scotia, prepared by Maurice Mandale and Associates, was reviewed by the Study Steering Committee on 5 December at the Oceans Institute of Canada. The final draft will be circulated on 19 December. Comments will be received up to 9 January and the review of the final draft will take place at the OIC on 16 January.
